Case Study 1 - Regulation Compliance Surveys Planning & Budgeting E-mail

Client:
Major national transport company. (Name withheld for confidentiality)

Background:
Client has depots all over the UK many of which were once in public ownership. Some are quite old and others have been inherited through mergers and acquisitions. Time, changes in ownership and lost records means management lacks a cohesive environmental overview.

Brief:
As a responsible, environmentally conscious operator the client wanted to upgrade its sites and generally enhance its approach to a complete Environment Management System.

Action:
P.P.L - Pollution Prevention were tasked to carry out the following:-
-     Site Surveys for Compliance with DEFRA 2001 Oil Storage Regs
-     Site Sensitivity Checks to ascertain proximity to water courses and boreholes
-     Inspect Interceptors in accordance with EN 858
-     Trace, plot and mark site drainage
-     Provide comprehensive Management Reports
-     On-site Specific Spill Training

Outcome:
Each site was visited and surveyed by P.P.L's qualified engineers. The regulations state that sites which exceed certain sensitivity criteria trigger more pressing timescale thresholds. These were identified for more immediate action and specific problems highlighted for prompt attention.

REPORT - The comprehensive report produced as a result of the compliance survey provides a detailed "snap-shot" of the site on the day the survey was conducted. The report is an essential management tool giving full explanation of each part of the regulations in respect of every individual site. In addition the twenty page site check section provides in-depth information about the geophysical conditions at and around the site, relevant historical information, any known potential problems caused by neighbours and if there are any environmental issues outside management's control (e.g Radon gas seepage).

BUDGETS & PLANNING - P.P.L provided a fully costed, time-lined action plan or "road-map" for each site. In the unique position of being an equipment designer and manufacturer; a contractor and project manager; a maintenance and services provider as well as offering survey, inspection and consultancy services P.P.L is able to offer a comprehensive priced package based on its own products and services. In their case, having verfied prices elsewhere, the client chose to use P.P.L directly for projects up to a certain value and then use P.P.L's action plan as the basis for competitive bids and tenders.

REMEDIAL ACTION - The client now has a full understanding of where it stands in respect of the specific regulations. They has put plans in place to ensure short term compliance and is working on a longer term programme for upgrading and maintaining its facilities, staff training and incident response readiness.
