The client has branches throughout the UK with a mixture of semi-rural, urban and inner city locations. Some of their buildings, particularly those which are smaller and more far-flung, date back to the early 20th century. Many of the older branches were acquired through merger and take-over so records are often incomplete if not missing altogether.The client already operates a comprehensive Environment Management System along with pro-active environmental policies on all aspects of its operations. In light of the DEFRA 2001 Oil Storage Regulations the client needed a complete understanding of oil storage, use and handling at all branches where oil heating is installed.

The client has depots all over the UK many of which were once in public ownership. Some are quite old and others have been inherited through mergers and acquisitions. Time, changes in ownership and lost records means management lacks a cohesive environmental overview.As a responsible, environmentally conscious operator the client wanted to upgrade its sites and generally enhance its approach to a complete Environment Management System.

Along with the rest of the UK electricity generation, distribution and supply industry the client has a large number of transformer sub-station sites which must be brought up to compliance standards. Even modest sized electricity transformers contain large quantities of oil for cooling and insulating. For many years there has been gradual leakage and occasional spills from routine re-filling and emptying so at most sites, without satsifactory containment, there has been a history of possible localised ground contamination and the risk of wider pollution in the event of major failure. All electricity companies have been aware of the problems of inadequate oil containment and have been making good, steady progress in upgrading their sites over the last ten years or so but this is a very costly exercise.

The company makes components, steel enclosures and specialised process equipment. It uses a substantial quantity of cutting oils, general lubricants and fuel oil for heating purposes. The factory, sited on a typical industrial estate adjacent to a small river, is around twenty years old, is well maintained, clean and the working environment is generally good.While the management have a positive attitude towards environmental issues they were concerned about their oil storage and handling and were unsure how they stood in respect of long-standing and recent regulations and Environment Agency Pollution Prevention Guidelines.In common with most organisations the company has only a very limited budget for environmental issues so it was essential that it received accurate, relevant advice and, if required, carefully targeted expenditure plans.
